Assigning Procedures
Procedures can be assigned to other participants on a supervisory activity.
For single-state supervisory activities, when you assign a procedure to another participant, it is a "soft" assignment that does not trigger a task or other notification in SES. The assignment is meant to help participants on a supervisory activity to better filter the list of procedures and focus on the ones assigned to them. Participants on the supervisory activity can still manage procedures that are not assigned to them.
For multi-state supervisory activities, if one state is assigned to be the owner of an area for review (AFR), a different state cannot assign procedures to participants from another state. Only participants from the state that is assigned the owner of an AFR can change assignments for a procedure, and they can only assign the procedure to participants from their state.
