One Company, One Exam (OCOE) Scheduling
Information about OCOE scheduling, its benefits, and how it is used in SES.
One Company, One Exam (OCOE) is a multistate supervisory approach used by state regulators to coordinate examinations of non-depository financial services companies. Instead of each state conducting a separate examination of the same company, participating state agencies can coordinate through a single multistate examination process.
SES supports OCOE scheduling by giving agency users a common place to view companies selected for upcoming OCOE examinations, record their agency's intended participation, and review scheduling information. This replaces parts of the earlier process in which scheduling information and agency participation decisions were collected outside SES.
OCOE scheduling is divided into two business areas in SES: Mortgage and Money Services Business (MSB). Although the two areas share the same scheduling workspace and many interface features, the organizations responsible for the programs and the actions available to agency users are different.
OCOE Program Areas
Mortgage
Multistate mortgage examinations are undertaken by the Multistate Mortgage Committee (MMC). The MMC represents the examination interests of participating states and focuses primarily on mortgage lenders and servicers operating in multiple states. The MMC includes state mortgage regulators appointed by the Conference of State Bank Supervisors (CSBS) and the American Association of Residential Mortgage Regulators (AARMR).
For Mortgage OCOE scheduling, the MMC makes key scheduling decisions and the selected companies are presented to agency users in SES. Mortgage OCOE examinations are conducted in SES.
MSB
Multistate MSB examinations are undertaken by the Multistate MSB Examination Taskforce (MMET). MMET represents the examination interests of participating states and focuses primarily on money services businesses operating in multiple states. MMET includes state regulators appointed by CSBS and the Money Transmitter Regulators Association (MTRA).
For MSB OCOE scheduling, state agencies have more control over which examinations they intend to participate in. Because MSB examinations may be conducted either in SES or outside SES, agency users have additional scheduling actions that are not available to them for Mortgage OCOE examinations.
Benefits of OCOE Scheduling in SES
- Visibility. Agency users can view upcoming OCOE scheduling information in SES rather than relying on a separate survey or email-based record of participation decisions.
- Timely participation information. Once companies are available in the scheduling tool, agencies can record their intended participation and other agencies can see that information.
- Recordkeeping. SES retains the agency's intended participation information, providing a centralized record of scheduling decisions.
- Reduced duplication. OCOE is intended to coordinate state examination resources and reduce overlapping examination work.
- Shared examination planning. Agencies can see proposed lead, participating, and accepting agencies as applicable to the OCOE item.
Who Uses OCOE Scheduling
The OCOE scheduling functions described here are available to Agency Staff Directors and Staff Users, subject to the differences between Mortgage and MSB scheduling.

Understanding the OCOE Scheduling Workspace
The OCOE Scheduling workspace presents MSB and Mortgage scheduling items in a grid. Use the MSB and Mortgage controls to switch between business areas and the year controls to view scheduling items for a specific year. The grid may include companies that are not licensed by your agency because Policy Users create the OCOE scheduling list for the broader multistate program.
Depending on the business area and available data, the grid can display company identifiers, previous examination information, target start information, whether the examination is expected to be conducted in SES, proposed lead agencies, participating agencies, accepting agencies, comments, and a resulting SA ID.
The default company list is organized alphabetically by company name. You can also use search and filters to narrow the displayed scheduling items.
